As I understand your question, it sounds like you are trying to synchronize certain organizations to Entra/Azure within Personio.
While I am not familiar with Personio, I believe the scenario your options would be to use domain-based filtering or attribute-based filtering to only import certain users, since group-based filtering is apparently not supported for Personio. https://learn.microsoft.com/en-us/entra/identity/hybrid/connect/how-to-connect-sync-configure-filtering
Otherwise you could consider using separate tenants to support each organization.
