I have created an access review in Azure, which is set to start tomorrow, and it currently shows "Not started" with 0 users listed. why is this so? Is this expected behaviour?

2024-07-09T17:50:30.66+00:00 What time did you create it? It will should start then. So if you created the review at 2PM for example, it should start at 2PM on the day you designated.

Conclusion: The process starts running at the exact time I finish creating the access review.I started creating the access review at around 3:30 pm and Finished around 5:00 pm.
On 9th July at 5:00 pm, the process started running.
