
I also have the same issue. The site started to become flaky some weeks ago, on 1st August I was able to access the website to create a new registration but admin were not able to approve. Now I cannot even get to the page no matter how I try.

When I try to entering the link https://outlook.office.com/connectors/oam/publish/, it's causing a Http 500 error.

Yesterday I just was not able to create new providers, today page do not load at all
i have same issue as well. Also i am not sure why approval is needed for with in same organization in first place.
Is there any solution yet?, have the same problem here
