Create and configure a timer-triggered function

In the Create Serverless Applications / Execute an Azure Function with triggers the steps are not consistent with the sandbox environment. After creating a Function App and going to resource there is no button to 'Create Function' but there are a couple icons in the pane to use Visual Studio, Visual Studio Code, and Other editors or CLI. When I use VSC to create a function it won't deploy to the sandbox instance. Should there be a 'Create function' button on the Functions tab of the Overview? the step for 'Create in Azure Portal' is not an option being shown on the pane.
