Am I right to assume that you have made more than one installation attempt, and tried some cleanup in between? Because this error message sounds like something that could occur after such fiddling.

Also, once you have managed to uninstall take a look at this article that describes a known issue where Windows 11 for some disk drives report values that SQL Server cannot cope with. If you have one of those drive models, that could explain why your installation failed originally.
