Is there any impact after enabling recycle bin ?
Can we enable recycle bin on domain level ?

Is there any impact after enabling recycle bin ?
No impact . just the size of ntds database may be will be larger because deleted objects will be stay longer in ntds database before be removed definitely
Can we enable recycle bin on domain level ?
No , the recycle bin feature is enabled on forest level and impact all child domain.

Follow these simple 3 steps:
Step 1: Open Server Manager
Step 2: Open the Active Directory Administrative Center
From the Server Manager go to tools and select Active Directory Administrative Center
Step 3: Enable Recycle Bin
Within the Active Directory Administrative Center click on your local domain then click on “Enable Recycle Bin”
