    Stopping a Windows service like SQL Server is a Windows featured and Windows don't log who stopped a service.

    Is there any way I can find out who stopped the SQL Server Service?

    1.Find out who log in your PC and then verify with him whether he or she has stoped the SQL Service.

    2.Try workaround as next:

    You can find this by going to Control Panel > Administrative Tools > Event Viewer > Application, and looking for "MSSQLSERVER", or "MSSQL$INSTANCENAME" in the "Source"
