Unable to Create Compute Clusters After Upgrading to Pay-As-You-Go

After upgrading from a free trial to a pay-as-you-go account, the ability to create compute clusters has been lost. The error message received is: "This account may not have enough CPU cores to start a cluster. Contact your administrator to increase the limits." As the sole user and administrator of the account, I've confirmed that no resources are currently in use by checking usage and quotas.

I have figured out how to request additional CPUs for the West US region and understand that process, but the quota status shows 0/16 in use for West US.

There seems to be a lack of helpful resources in forums or through Google searches regarding how to resolve this issue and resume running notebooks.

    This is not the error message and it's just a warning message.

    I agree that it looks like an error message but it's a warning message to indicates that the : This account may not have enough CPU cores to start the cluster. Contact your administrator to increase the limits.

    As per the repro from my end, I had tried to create a cluster with single node which consumes 4 cores and able to successfully create the cluster without any issue.
