Please keep in mind that Windows 10 IoT Core is going EOL. One can experiment with Windows 10 IoT Core on a Raspberry PI, but don't do any product development.

Can I install windows 10 on a raspberry pi 4? From what I can find on the web,i need the iot version, do I need a license? What can and what can't I do with this version of Windows?

Using Windows 10 Iot Core on Raspberry Pi, Raspberry Pi 2 or 3 devices are suitable choices. It must be stated that even for Raspberry Pi 3B+, you must use the 3B+ technical preview. There is currently no version support for Raspberry Pi 4.
