Random Hardware Addresses - Wifi settings managed by an organization

I am not able to enable the "Random Hardware Addresses" setting. It keeps telling me that I'm a part of an organization, which I am not, as this is a personal laptop. Does anyone know any way to fix this? I am the administrator for this device.

    It is recommended that you first check for Windows updates and install any pending update patches. Restart the device after the update is complete. If the problem occurs after the most recent update is installed, consider rolling back the latest update.

    As a test, you can create a new local administrative account to see if the phenomenon still exists.
