Can OpenAI model deployed on Azure be run offline after the Models are retired?

Our firm has deployed some OpenAI models on Azure and some of them are going to be retired soon. We are wondering can they run offline after retirement date or can't run at all? My thought is they are not private deployment as long as we are using Azure to deploy. Is that correct? Are there any other private deployment solution you are providing so that we don't need to worry about the retirement any more? Thank you!
