Outlook 365 - MRM Retention Tags available to users (but not forced)

I have created several retention tags (e.g. Personal 1 year move to archive, Personal 2 year move to archive, etc).

If I got into my Outlook I have to go to Settings -> Mail -> Retention Policies -> Add new policy to get them to be available in the Assign Policy dialog in Outlook.

I'm not sure how to make it so these policies are already populated in user mailboxes. I want fewer hoops they have to jump through to choose these policies than the steps above; I'd like them to already be there so I can advise them to right-click a folder, go to Assign Policy, and have them already be there.

My search skills are failing me, and I'm only running into documents that are forcing the policies to be applied on their messages, which is not what I want at this time.

Is it possible to push these tags out to the clients so they're available to be assigned without actively assigning them?

    Ok, then these arent assigned a policy? You have to assign to a policy, then assign that t the mailboxes yes.

    if you add the tags to the default policy, then they will be aval to users and if these are personal tags, they wont be in effect till users assign to a folder or item.
