I am using the nightowl wirless video system. Is there a way to make the nightowl protect app work on my windows surface pro? It does not show any video playback.

The Night Owl Protect app is primarily designed for mobile devices and may not function optimally on Surface Pro. which is Windows based.
Download Night Owl Protect CMS, which is compatible with both Windows and Mac computers.

This answer is wrong. The NIght owl app for windows is broken for Windows 11. Hopefully they fix it.

Same problem here. The Night Owl CMS does not work on any Windows devices that I've tested (Lenovo, HP ZBook, etc..). I have a call into the vendor for assistance. Some folks running Win 11 22H2 have removed some of their Intel KB updates and got it to work I've heard. I wouldn't start ripping things apart until we get a better idea of what the bug is here.
