Per my research, I didn't found the document about SharePoint site load times and search performance. I only find some document about retention policies and compliance policies. Please make a reference

Instead of CSOM, you could also use graph api to get the retention labels and compliance policies. Please refer to following document

Per my research, there is no such graph api to get Identify gaps. There is only identityGovernance resource in the document. And I feel regretful to inform you that it turns out to be a by-design one.
