I had some luck. I contacted the support team via the chat (just say "talk to agent") and they emailed me a unique link as a workaround and I have now set it up successfully. This is a known issue and MS are working on a fix but have this workaround in place.

I am not able to create azure account getting this error message. I am trying to create account from India region and tried with mutiple accounts getting same error.
I tried below steps provided on the portal but it did not work.
