Hello @Stephen Crowley,
Just checking in to see if the above suggestion provided by @Andreas Baumgarten as mentioned in the above Screenshot to unblock the user by navigating to Microsoft Entra admin center ->Identity -> Protection -> Risky activities ->Multifactor authentication -> Block/unblock users and then unblocking the affected user resolved the issue or not.
