@@VJ-8370 By default Windows VMs get created as PAYG – so Windows license is included in the cost.
For SQL Server Licenses, you should register the VM to the SQL VM RP post migration by installing their extension (https://learn.microsoft.com/en-us/azure/azure-sql/virtual-machines/windows/sql-agent-extension-manually-register-single-vm?tabs=bash%2Cazure-cli). After registering you have the ability to either opt in for PAYG license for SQL, or indicate you are using Hybrid Benefit for SQL and stay compliant.
