Why is Hyper-V missing and how do I fix it?

Specs:

Windows 11

Legion 5 pro 16IAH7

12th Gen Intel(R) Core(TM) i7-12700H

Virtualization is ON thru BIOS

Hyper-V does not show up as an option in "turn windows Features on or off" (missing entirely)

Command Prompt (and Powershell) does not recognize Hyper-V:
