When I click inbound rules, new rule, program, this program path, browse I get this error

C:\WINDOWS\system32\config\systemprofile\Desktop is unavailable. If the location is on PC, make sure the device or drive is connected or the disc inserted, and try again. If the location is on a network, make sure you are connected to the network or internet, and try again. If the location still can't be found, it might have been moved or deleted.

    Hello,

Based on the error information you provided, I suggest you open CMD as an administrator and run the following commands in sequence to see if the problem is caused by missing or damaged system files:

    DISM.exe /Online /Cleanup-image /Restorehealth

    sfc /scannow

Use the System File Checker tool to repair missing or corrupted system files - Microsoft Support

If the problem still cannot be solved, I suggest you try the following method to see if it can solve the problem:

FIX: Desktop is unavailable in Windows 10. (Solved) - WinTips.org

    Best Regards
