Is dual CPU load balancing done automatically?

Poweredge T410 with dual Xeon CPU, 32G memory is the platform I have. My question is, does Server 2022 automatically load balance between the CPUs or can I manually assign duties to each CPU?

As in, one CPU has responsibility for OS and user management, the other CPU has responsibility for Application and DB management. Is this even something I want to delve into?
