RDP User CALs installed but still limited to 2 sessions

Dear Microsoft Community

We have installed RDP User CALs on a Server 2019

Only after the installation we figured we probably need a domain:

We have since created a domain and all users are part of that domain. The RDP License server shows no errors.

They all can connect to the Server, but it is still limited to 2 Users.

Apparently the Licenses should work out of the box:

But that's not the case for us.

Any ideas?

    In the Licensing Manager, check the "Available" count to ensure that the correct number of licenses are now available for use.

    I have the same issue with 2016 Server. Everything is setup. with 50 User RDS CAL, no errors in licensing manager and roles are setup properly but still cant access with more than 2 users at once.

    Remote desktop Host is also installed in roles but still no luck.
