InPlace upgrade Windows 2012 R2 to Windows 2019 fails with error ‘'0xC1900101 - 0x20017 Installation failed during safe OS phase with an error during boot operation'”

Hello world,

I am trying to upgrade a Windows 2012R2 server to 2019 inplace.

On reboot, the upgrade fails with the below error:

‘'0xC1900101 - 0x20017 Installation failed during safe OS phase with an error during boot operation'”

I have patched fully the Windows 2012R2 server prior upgrade.

This is VMware machine.

Any help is welcome.

    Thanks for the fast reply, We are on a air-gapped network, no internet access. The server in question is a Dell 740, do we need or have to have internet access to do the install? I was able to upgrade two dell 440s without issue. is there a tool i can use to determine what file are missing or what configuration needs to be remediated?

    Device rating from the COS, again is there a tool i can use to determine the compatibility

    I have run the DISM /online /cleanup-image /scanhealth and the dism /online /cleanup-image / restore health commands. Scanhealth no component store corruption detected, but Restore health reported that the component store corruptions was repaired.

    The Loading and registering the server i am not sure what to do there, are there .dll files that need to be registered with the regsrv32?
