My phone number was blacklisted by Microsoft for making too many calls to the Windows Activation Service.

I need help removing my phone number from Microsoft's blacklist.

I work in an IT company that recently bought a lot of servers with Windows Server 2019 Datacenter OEM HP licences from HP. Most of these servers are intended for development and test environments without Internet access. For this reason, the only way to activate Windows is by phone call.

At first, I used Microsoft's toll-free phone number (0) (800) 000 000. I don't know exactly when but after about 20 or 30 servers activated, I couldn't use that general activation number any more, Microsoft directed me to a phone number in the country from which I am calling (43) (1) 795 673 56.

I activated the next 20 or so servers using that phone number. After that, the same case happened again when calling this service. I get a message that my call cannot be accepted, and the connection is being disconnected by Microsoft.

Only recently when I called support (not for windows activation) in Austria, I got a message that I called Microsoft too often, and that activated the SPAM filter which blacklisted my phone number. I still have a lot of servers to activate, and I can't change my business phone number just because of windows activation.

Does anyone know a specific email address or website where this problem could be solved?

    Hi Hania

I'm also having the same issue. I have a windows 10/11 pro license, purchased in 2021. I've moved my installation from bootcamp to parallels on macos, but can't reactivate.

I have raised multiple service requests from the support page, but I have never been contacted by Microsoft to resolve the issue. Phoneing just redirects me to the support page.

    what can I do? Ian
