The first product you mentioned, "WINDOWS SERVER 2022 STANDARD EDITION, ADD LICENSE, 16CORE, NOMEDIA/KEY*2" indicates:
16CORE: This licence covers 16 cores. If your server has more than 16 cores, you will need to purchase an additional core licence.
NOMEDIA: Installation media (such as DVD or USB drive) is not included. You need to download the installation file from the official Microsoft website.
KEY*2: contains two license keys, usually used for two operating system environments (OSE) or Hyper-V containers.
The second product, "WINDOWS SERVER 2022 STANDARD, 16CORE, FI, NO MED, NO CAL" indicates:
16CORE: This licence covers 16 cores. If your server has more than 16 cores, you need to purchase an additional core license.
FI: stands for ‘Fully Installed’, i.e. the license applies to a fully installed system.
NO MED: Installation media (e.g. DVD or USB drive) is not included. You need to download the installation file from the official Microsoft website.
NO CAL: Client Access Licenses (CALs) are not included. You need to purchase CALs separately to allow client devices or users to access the server.
