I have a similar issue. I purchased 2019 and received a license key but no physical media. The retailer gave me a link to the Eval version. I jumped through the hoops to upgrade from Eval to Standard. Now I am getting Error 0x800f0831 and the DISM solutions provided by Microsoft do not work. It is now recommended that I use the install media to repair the missing files. I cannot do that with the Eval version; I need to keep my data and apps, installing the Eval version makes you lose everthing. How do I get a Windows Server 2019 Standard Edition ISO?!

I need to run upgrade of windows server 2016 to 2019 and Windows server 2016 is running with Standard edition, if I want to perform in-place upgrade it is showing me it will not save any kind of setting due to version difference.
So, I need to download full edition of windows server 2019 at least standard.
We already have license key for 2019 editions.
