    To connect a USB device such as a PLC or tester over the network running RDP to a terminal server, you can use RemoteFX USB redirection. This feature allows you to redirect USB devices from a local computer to a remote computer over an RDP connection.

    To enable RemoteFX USB redirection, follow these steps:

    1. On the terminal server, open the Group Policy Editor by typing "gpedit.msc" in the Run dialog box.

    1. Navigate to Computer Configuration > Administrative Templates > Windows Components > Remote Desktop Services > Remote Desktop Session Host > Device and Resource Redirection.
    2. Enable the "Allow RemoteFX USB device redirection" policy.
    3. On the client computer, connect to the terminal server using an RDP connection.
    4. In the RDP client, click on the "Local Resources" tab.
    5. Under "Local devices and resources," click on the "More" button.
    6. Select the USB device you want to redirect and click "OK."
    7. Connect to the terminal server.

    The USB device should now be available on the terminal server as if it were connected directly to the server. Note that not all USB devices are supported for redirection, so you may need to check with the device manufacturer to ensure compatibility.

First, it's possible that the feature is not compatible with your current setup. Additionally, it may also be that the functionality for redirection itself might not be available in your environment, which often leads to such scenarios.

    To circumvent this issue, one viable solution might be to install a virtual machine (VM) on your terminal server. This VM can be configured to be compatible with Fluke devices, similar to a local machine setup. Once the VM is up and running, you could try accessing it via Remote Desktop Protocol (RDP) to see if this resolves the redirection problem.

    Additionally, we've noticed that you likely do not have the Session Host role, so settings under the Remote Desktop Session Host policy may not be effective.

    It’s important to note that RemoteFX USB device redirection is supported only on physical machines and is intended for use with Windows Server versions 2008 R2 and earlier. This might be influencing the functionality in your current environment.
