Stuck in C:\WINDOWS\system32\LogonUI.exe After installing Windows 10

hello i've recently decided to install an old version of windows which is Windows 2016 version and after it said "installing windows" it all of a sudden went to a cmd page which is called C:\WINDOWS\system32\LogonUI.exe and when i go to boot into safe mode and try to go to a recover partition it says you need an administrator account which i did have but have no idea what happend to it please help me!!

    Thank you for posting in Microsoft Community forum.

    You can try below methods to help fix:

    1. After you boot into safe mode, right-click Start and open Run, type netplwiz. In the User Accounts window, choose your account, click Properties, and go to Group Membership, ensure that your account is part of the Administrator group. If not, select Administrator, click Apply, then OK, and restart your PC.
    2. Log in with an administrative account, right-click the file, select Properties from the context menu. Switch to the Security tab, click the Advanced button. Then click the Change link next to the listed owner. In the Select User or Group window, type your user account name and click Check Names.
