By default, I think it is enabled, I mean we can open "run" Windows.
You can check if the function is disabled via the following two methods.
GPO setting:
User Configuration -> Administrative Templates -> Start Menu and Taskbar. Double-click on the policy “Remove Run Menu from Start Menu”, if it is enabled, then you cannot open "run" Windows.
Registry setting:
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer
Right-click the Explorer icon and choose New > DWORD (32-bit) Value. Name the new value NoRun,
Check if the "Value data" box of NoRun 0. If so, you cannot open "run" Windows.

You can enable it by change one of the settings above.
Note: Please test the setting in test lab and if it works, then you can set it in production environment.
