If you are manually removing the CALs and the licensing server is still operational, you won't get an automatic 120-day grace period.
The 120-day grace period is designed for situations where the RDS licensing server itself encounters an issue and becomes unavailable.
When you manually remove CALs, you are intentionally reducing the number of available licenses. This action is not an unexpected failure or unavailability of the licensing server; rather, it's a deliberate administrative decision. The system assumes that you, as the administrator, are aware of the impact of this action and have made the necessary preparations, such as ensuring that there are enough remaining CALs to cover the current and expected number of users.
If possible, keep the existing CALs assigned until you have purchased and installed the new ones.
