The reason you can't install the September patch is that you have manually installed the latest patch (KB5031364), and the latest patch contains the previous patch, so you will be prompted that the update is not applicable.
Is the auto-update option turned on?
- Press the Windows key + R to open the Run dialog box.
- Type "gpedit.msc" and press Enter to open the Local Group Policy Editor.
- In the left pane, navigate to Computer Configuration > Administrative Templates > Windows Components > Windows Update.
- In the right pane, double-click on "Configure Automatic Updates."
- Select the "Enabled" option.
- Choose the desired automatic update option from the drop-down menu. You can choose to automatically download and install updates, or to download updates but let the user choose when to install them.
- Click "Apply" and then "OK" to save the changes.
