Issues with PIM Access in M365 Admin Portal

We recently implemented PIM within our tenancy, and it has been working fine in Entra Admin portal but not in the M365 Admin portal.
For example, I can grant myself the User Admin role via PIM.
This allows me into the Entra Portal where I can edit user accounts.
However, when I try to edit a licence it tells me I need to do this from the M365 portal:

"Adding, removing, and reprocessing licensing assignments is only available within the M365 Admin Center."

The problem is that when I then click on the link to the M365 Admin portal, I get a message saying

Switch to an account that has permission Your account (@.com) doesn’t have permission to view or manage this page in the Microsoft 365 admin center.

This happens for multiple users and on multiple browsers.
Has anyone else experienced this?

    The Microsoft 365 Admin Center may not immediately recognize PIM role activations due to access tokens being cached when the browser session starts. So even though the role is activated, your browser session still holds a stale token. Try the following:

    • Sign out and sign back in to M365 after PIM activation
    • Use a Private Browser as it can avoid cached tokens
    • Also you can use the entra admin center to manage the users.
