The Microsoft 365 Admin Center may not immediately recognize PIM role activations due to access tokens being cached when the browser session starts. So even though the role is activated, your browser session still holds a stale token. Try the following:
- Sign out and sign back in to M365 after PIM activation
- Use a Private Browser as it can avoid cached tokens
- Also you can use the entra admin center to manage the users.
