Is the standalone "Exchange Online Plan 1" subscription inclusive of any version of the online archive feature? If it is included, what is the size limit? Additionally, once the online archive is enabled, does it support the application of retention policies, and are emails automatically sent to the archive as part of the default policy?

Standalone Exchange Online Plan 1 has 50GB primary and 50GB archive. Retention policies require Exchange online P2 or archiving add-on.

You need an archiving license with a P1:
It does not archive automatically once enabled.
