The following worked. Launching a command prompt as an administrator and running the following command:
dism /Online /Add-Package /PackagePath:<path-to-update>\windows11.0-kb5055523-x64_b1df8c7b11308991a9c45ae3fba6caa0e2996157.msu

Since January of 2025, the monthly Windows 11 cumulative updates have failed for Windows 11 24H2. They continue to work for Windows 11 22H2. We typically deploy updates with SCCM firm wide, but with the small 24H2 test deployment we have also tried manual installs and via Windows Update. All methods fail.
In order to install the update for each month, we have to do a full repair of Windows 11. Only to have the next month fail and we have to repair again. This will not work for mass deployment of Windows 11 24H2.
The current error message we get for the April 2025 update is 0x800f081f
