Basically, we get this error when licenses expire, during repro, the tenant with a valid license did not encounter any errors, whereas the tenant without a license consistently faced the same AxiosError: Request failed with status code 400 from Microsoft Defender for Cloud. Please verify that you have a valid license in place.
