AZ-900 is something you could do in a week. It is geared towards managers and salespersons.
I have both. I can't see you getting any technical work from the AZ-900 unless you have a lot of other experience in the cloud.
The AZ-104 is a technical cert for azure administrators. In the US, with no cloud experience you could possibly get an entry level job without prior cloud experience. Probably $50,000 USD / Year. You should do a LOT of hands-on practice first though. MS gives a free azure account with a $200 credit that you need to use within 30 days. You could go a long way practicing with that.
To make significantly more money, you would either need at least a couple of years of cloud experience, or you should take AZ-303 and AZ-304 to get the architect certification. That will take a LOT of work unless you already are a devops person with experience. Either way, it's a heavy lift.
