Unable to access Cost and budget information across tenant.

Hi,

No one in our organization or vendors are able to access billing or cost information across our 6 subscriptions within our tenant.

Even giving cost management contributor at the management group level results in a access denied error message when trying to access any billing or Cost information.

The rights have been assigned for over 24 hours so this is not related to the time to populate across the systems in the backend.

We are also seeing changes to what external accounts can access at many levels for our partners.

Have MS made changes to the Access control systems?

    There are a few common causes for the “Access denied” error when attempting to view cost data across tenants, which are outlined below:

    Please verify that the users trying to access Cost Management data have the appropriate roles assigned. The Cost Management Reader or Contributor roles are typically required, and these should be granted at the correct scope whether it's a management group, subscription, or resource group. Additionally, only users with User Access Administrator or Owner roles have the ability to assign these roles to others.

    When accessing cost data across different Azure Active Directory tenants, proper configuration of cross-tenant role-based access control (RBAC) is essential. If this setup is incorrect or incomplete, users may encounter access issues. Please ensure that RBAC settings are correctly configured for the external tenant’s subscription. After making changes, it may take up to one hour for access permissions to propagate.

    Microsoft may occasionally update access control policies and mechanisms.
