Is there a device-based license for Windows 11 Enterprise?

I see there Windows 11 Enterprise E3/E5 licenses available through CSPs, but the article I found states they are user-based licenses.

Can these licenses be purchased for devices not associated with a user, such as self-deploying Intune kiosks? Or is there a different license, for cases like this?

(I do understand that licenses can not be actually assigned to devices.)
