does the issue persist after a two button reset?

Step 1: Swipe in from the right and tap or click Settings, tap or click Power, and then tap or click Shut down to shut down Surface. If you can’t shut down Surface normally, press and hold the power button on your Surface for 30 seconds.

Step 2: After Surface turns off, press and hold volume-up button and the power button on your Surface at the same time for at least 15 seconds, and then release both.

The screen may flash the Surface logo, but continue holding the buttons down for at least 15 seconds.

Step 3: After you release the buttons, wait 10 seconds.

Step 4: Press and release the power button again to turn your Surface back on.

I'm having the same issue.  But the above instructions are incorrect.  First, when you're on the UEFI screen, swipe in the from right does nothing.  There is no swiping.  Secondly, if trying to follow Step 2 above, you won't be able to.  Why? Because holding the volume-up and power button  for 15 seconds turns ON the Surface, in which Steps 3 and 4 cannot be done, because you can't press the power button again to turn on your Surface back on because it is already on from Step 2.

From reading other posts on the internet, this appears to be a common problem.  The SSD drive has gone bad.  The frustrating part is the unit is just a month outside of warranty.  I can't understand how Microsoft expects us to replace these devices on an annual basis:

In your case, if you are stuck on the UEFI screen, hold down the power button

for at least 30 seconds until the Surface turns off.

Then use the two buttons to turn on.

After doing this, are you stuck on the UEFI again or does it start normally?

If on the UEFI, what does the screen say? Post a picture.
