Surface Pens are not guaranteed to work with other computer brands. However, it
is likely that if the HP is N-trig based, SAI would need a wintab driver. You
would need to check with HP to get a wintab driver compatible with that laptop.

My microsoft surface pen works well otherwise, but the pressure feature is just nonexistent. All the settings in the drawing program I use (SAI) are okay, so I assume the problem is with this pen. Should I download driver for this pen? Or is it just broken?

You will probably have more luck try the HP support forums and downloading thier drivers firmware for your device.
I don't know which device you have 13 or 15 inch, but the auto detect should help you.
