The problems got worse, as many programs would load for one second, then quit, including the start menu. I could not uninstall Windows 10 1809, because I deleted the prior build. Went to the MS Store in Manhattan. They reinstalled 1803 fresh. All is working fine now. Don't know whether / when I can trust 1809, if it is ever released again. Thanks!
Surface pro 2017 no longer will run two external monitors
Until a few days ago, after the October 2018 update, I can no longer run two external monitors on my SP2017 -- no matter what setup I use for the two monitors. It will run one of the two, but when I connect the second, both go dark. This is regardless of whether I use the Surface dock, or a pluggable 3.0 dock. All worked fine, running two external monitors, before. Any thoughts? Thanks!

First, select the Start button, then select Settings > Update & security > Windows Update > Advanced options > View your update history > Uninstall updates.
Second, select the update you want to remove (normally, it is the one at the top of the list), then select Uninstall.
After uninstalling, try to see if the behavior or issue still persists. If it does, may we know what is the brand/model of the external monitors that you are using?
Please note that we do have a list of displays that are accepted and compatible with your Surface device found in this link. If the device/monitor that you are using is not found in that list, we cannot guarantee that it would work perfectly with your device.
Additionally, if the monitors are functioning properly when connected one by one, it is possible that the issue is electrical which is found in the link that was initially provided to you by Timoteo. We understand that you're unable to use 2 external monitors on your Surface Pro (5th gen) regardless of using a Surface Dock or a pluggable 3.0 dock. First, try to force shut down your Surface while the dock isn't connected by pressing and holding the Power button until the screen turns off (about 10 seconds), then release. Press and release again the Power button to turn it back on and connect the dock. If that doesn't work, press and hold down the Power button until your Surface restarts and you see the Windows logo screen (this takes about 20 seconds), then release the Power button. After this, turn on again your Surface, then download and run the Surface Diagnostic Toolkit to make sure your device has the latest Surface firmware and driver update. For more information about the toolkit, refer to this link. Restart your device after running the toolkit to ensure that all updates are applied.
