After see the amazing Surface Studio, and wanting one ASAP. As a freelance designer myself it got thinking about the possibilities of what I can do and achieve. this also got me thinking about an add on attachment. I did a early design of it, which outlines the functions.
So my question is where and who do I submit it to? Before someone else thinks of it.

If you think your idea really is 1) new and different, and 2) has a market of people who will shell out their hard-earned cash to buy it, then you might want to talk to someone about designing and building it, especially if you don't want to just give it to Microsoft. (NTTAWWT...)
I don't want to get too commercial on the forums (so I'm not even going to mention names), but I run a company here in Austin that can handle everything from concept definition and requirements (both market and technical) to Industrial Design/ME/EE, to prototypes to securing manufacturing and logistics, for hardware, software, or embedded (both) products. We will either do it all under contract (with you owning all the rights), or for a very good idea/market we will consider sharing some of the risk (reduced fees) for an share in ownership.
