Surface Pro 6 CPU stuck at 0.4GHz

Hi,

I have the Surface Pro 6 and when the device is fully charged and plugged in, the CPU gets stuck at 0.4GHz.  As soon as I unplug the Surface, it works as normal. When is this issue going to be fixed as it is not only affecting my devices, but a common issue among other Surface Pro devices.

    Thought I would share my experience and fix with this issue. I have the exact same issue till today since I have this new surface pro 6 from my employer for my work in Aug 2019. I have noticed the issue of CPU stuck at 0.4GHz when the following conditions satisfies:

    • Plugged in (charger or dock)
    • After about 2 to 4 hours when battery is fully 100% charged.

    My IT people have found no fix and advised me to try on a new surface pro 6 to determine if this is hardware or firmware issue to proceed with warranty claims. No, I don’t have time to keep setting up new devices for trail and error as I need to meet a lot of work deadlines.

    My current fix, work around that have worked for weeks now:

    • Dismount dock or charger. Press power button 30secs, the press power + volume up buttons 15 secs. This will make the CPU 0.4Hz "stuck" go away.
    • In UEFI, boot configuration, set battery charge limit to ON. This forces battery to be charged to 50% max.
    • This fix is a band aid fix, but works till today. Drawback is only 50% battery power available if unplug.
    • As a precaution, I have installed a 400GB microSD card and a;ways save all my work there as an external drive so that if the surface pro 6 really died due to overheating, at least all my work is still accessible.

    In my opinion from my use of many versions and brands of laptops and notebooks, the surface pro is really not a device that could fully replace a “proper” laptop/notebook due to the limited USB and separate docking/power ports.

    Micah:  Navigate to Control Panel (Windows + R) type control.exe --->Power ---> Reset your power settings to default and reboot and test, let me know.  Then reapply your power config.

    The same problem, I tried restarting and it doesn't work neither. I hate Windows Updates

    Thought I would post an update...

    I have run all the latest updates and new firmware updates for both the Surface and the Surface dock and this does not seem to have had any effect. 

    I have noticed however that if left alone (turn off all power saving features) the throttling lasts for around 2 and a half hours. after which the surface will then work perfectly fine again until it is shutdown/rebooted... if left on, no further throttling occurs (tested several times over the course of the week leaving it on over night)

    I don't even have a surface dock.  This occurs when using the charging brick.
