Does a domain controller need internet connection?
No. It doesn´t. Updates can be provided by WSUS or alternate Software, TimeSync can be done with your router/firewall and the DCs is connecting to this device. Usually NO server at all needs internet access, despite the ones that need data from there.
You should never surf or research the web fron a server, not matter if DC or Member.

Hi,
A domain controller needs a VPN connection , when you have a remote site to ensure authentication or replicate with local domain controller.
It's not recommended to expose a domain controller on internet.
