Can't disable "press and hold to right-click" under pen and touch after update

I'm running Windows 10 on a Surface Book, and recently installed updates through Windows Update (Fall Creators Update?). Since then, I've had problems with the press and hold to right-click function with the touch screen and with the pen.

I know that I can access this setting under Control Panel > Pen and Touch. This gives options to enable/disable the right-click function for either the pen or touch separately. Before the update, I could enable it for touch but disable it for pen. Since the update, I haven't been able to configure it this way, and have observed some odd behavior:

-When right-click is enabled for pen and touch, both allow me to right-click. This is expected.

-When right-click is enabled for pen but disabled for touch, both become disabled. This is unexpected.

-When right-click is disabled for pen but enabled for touch, both allow me to right-click. This is unexpected.

-When right-click is disabled for pen and touch, both become disabled. This is expected.

Under no circumstance can I disable one but keep the other enabled. Is anyone else experiencing this behavior? Are there any fixes available?

    Same problem for me. I found a solution for mine:

    Control panel > Hardware and Sound > Pen and Touch 

    Under the "Pen Options" tab, highlight "Press and Hold" and click Settings. Uncheck the Enable box and hit OK. Now go to the "Touch" tab and repeat the steps. 

    You guys are the experts but I suspect that the pen was being redundantly registered as both a pen and a finger "Touch." It was a frustrating obstacle for precise drawing. I hope this helps someone.

    Mod Edit: This issue is now resolved with the Windows 10 April 2018 Update.

    Good news: I can confirm that the issue is fixed on the Insider preview build 17093.rs_prerelease.180202-1400. Now the pen setting will alter whether if the pen hold register as a right click or not, and the touch setting only affects the touch hold rather than both pen and touch. If you are desperate for the fix like me, you can join the windows insider programme and update to the latest early access beta software. This version of software also comes with many other useful features, but my only current known bug that bothers me is that the touch and pen keyboard will not automatically be enabled when pressed on top of a text box of some sort like a search bar, even when the setting is turned on or in tablet mode. For more details on this build please proceed to Microsoft's official website. If you do not wish to install a non released software, which I perfectly understand why, it is still a good news as we see that Microsoft addressed this issue and the fix for the consumer level Windows 10 will come very soon.

    Hey everyone. After trying a bunch of stuff, I figured out that it was an outdated version of Photoshop. After Reinstalling and updating photoshop, it functions just fine.

    I should note that the diagonal line jitter still occurs, but my hopes for that problem ever getting fixed have died a long time ago.

    I hardly ever use the barrel button, so I can't really comment. I'm only talking about the press and hold behavior, where you touch the screen and linger for a few seconds.

    Do you mean you can't use the barrel button?   Or can't use press and hold?   FWIW my expectation would be that you should be able to use only the barrel button for a right-click if you turn off press and hold.
