After Visual Studio update to 16.8.3 can't shut down Windows server 2016 "Getting Windows ready"

Hello,

My Windows Server 2016 stuck on screen "Getting Windows ready, Don't turn off your computer". And nothing happens. Here is why I'm writing here in Visual Studio section. Steps:

  1. Checked or there are Windows updates - was up to date! Optional updates are ON too.
  2. Made Shut down, there was 2 options shut down or restart.
  3. Connected PC to UPS and started PC.
  4. Everything cool. Wanted to test how much Watts server is using when it doesn't do anything. So I turned off everything again -> shut down, disconnected power so it could work only from UPS.
  5. Power On, checking everything, UPS giving notices that battery % low load and etc.
  6. Opened Visual Studio had a version 16.8.2, it says you can update and everything is already downloaded. I pressed update. In around 10minutes everything finished. Battery is at 40%, I though okey now I need to put cables and everything else nicely so I need to shutdown.
  7. I pressed Start -> Power -> and again only 2 options Shutdown or restart. I pressed shutdown and I'm stuck on "Getting Windows ready..." even there was no updates or option to install updates and shutdown.

This 7 steps I made in ~30min. And it's already ~40min passed with this screen.

Suggestion if after visual studio update there need to be things done in windows background - user must be notified.

    Thanks for response I will write to Developer Community.

    Sorry for my broken English :). I made mistake in 6 step. I will rewrite more clearly.

    1. I opened Visual Studio 2019 -> Continue without code -> Help -> Check for updates and updated. After it finished I just closed everything and tried to shutdown.

    In the end it took ~1h+ and Server finally made shutdown. But I had to sit and wait :(

    Hello @astera123 ,

    Thank you for taking time to post this issue in Microsoft Q&A forum.

    Normally, a progress bar will display the progress of updating, during updating VS, and after the update is complete, sometimes VS will prompt you to restart the computer, after that, there should be no more need to do other things in windows background by VS.

    I noticed that you might update VS from a notification(pop-up), so did the Update Window prompt a warning like “Visual Studio will close and reopen”? If it prompted, did you wait for reopening and then close VS > shutdown Windows?

    Besides, you can suggest this If after Visual Studio update there need to be things done in Windows background – user must be notified in the Developer Community and directly communicate with Visual Studio Product Team there.

    By the way, I am not sure if this issue is caused by Windows, if this issue always appears, I suggest you can try to use Windows Performance Recorder and set the Performance scenario to Shutdown to record the performance while shutting down Windows.
