Surface RT 8.1 Stuck in preparing automatic repair

I am unable to restore my Windows Surface after clearing files the computer was unplugged now all I am getting is the Surface and below the information that says Preparing Automatic Repair.  Any answers?

    I downloaded the recovery USB drive and tried to load.  It went to diagnostic circle of thinking then after about 3 minutes it went back to the preparing automatic repair screen again... Still Stuck.... Help.  Do I need to reconfigure the USB Drive files to complete this process?

    Thank you for the update. Let's try another method. Check out this support article about restoring or resetting Surface devices. Click on the hyperlink that says Use a recovery drive to reinstall Windows and follow the given steps. You need to reinstall Windows on the device to get away from the automatic repair loop.

    Hi,

    Let's get your Surface RT start up issue resolved. A way to have this fixed is by using a recovery USB drive. You can do this by downloading a recovery image for your Surface from this link, and creating a Bootable USB drive by following the steps in this Support Article.
