Hello Veseslio,
I have this same issue that you are describing currently and am wondering if you were ever able to resolve it. It is super frustrating so any advice would be great!

Hi all,
I have an issue whereby when writing on my surface with my surface pen, at random times my pen cursor will move upwards (rapidly) directly above where my contact is with the screen... This behaviour is quite frequent, I thought it only to be within one note, but have noticed it does it when writing in other apps as well.
Has anyone else had this issue? any potential ways to fix it? is it software related or hardware related?
Thanks very much for taking the time to read and respond, it's much appreciated.

Best,
We appreciate the update. The problem may be due to the pointer or cursor setup that you have. One specific setting heightens the precision or speed of the cursor, causing it to jump to the top or bottom of your screen. To review this, go through these steps:

thanks again ruz,
unfortunately, this also did not work.
Could it be to do with my digitiser? I doubt this because input is fine, it just seems to be a glitch where the pen decides to jump up to the top to the screen when it wants to, at intervals that seem to be coming more often!
Anyone else had this issue?
Hi,
This could happen if the driver for the accessory is not updated. We recommend you check if any updates can be installed on your Surface Pro 4. Read more about updating Windows by visiting this page.
You can also run the Devices and Hardware Troubleshooter which can be downloaded by clicking this link.
Let us know how it turns out after following the suggestions.
Regards.
