There are two things you can try.
1.Plug in the device.
2.Type ‘Device Manager’ in the Cortana/search box o and select ‘Device Manager’.
- Find ‘Batteries’ and expand
4.Double click (or double tap) ‘Microsoft ACPI Complaint Control Method Battery’.
5.Select ‘Driver’ and then click on ‘Uninstall’, and then ‘OK’.
6.Install updates for Surface and Windows while still plugged in.
7.Then do a two button restart as follows:
Step 1: Press and hold the power button on your Surface for 30 seconds and then release it.
Step 2: Press and hold the volume-up button and the power button at the same time for at least 15 seconds and then release both.
The screen may flash the Surface logo, but continue holding the buttons down for at least 15 seconds.
Step 3: After you release the buttons, wait 10 seconds.
Step 4: Press and release the power button to turn your Surface back on. You should see the Surface logo.

If the above does not get you going, we need to look at your battery report. Open an administrative cmd prompt (type
cmd
into the Cortana/Search field, then right click command prompt and Run as Administrator) and then type the following into the admin cmd prompt
powercfg /batteryreport
upload the html file it creates to your OneDrive and get a link and reply with that link here.
