I found it in another forum, but there is a way to get the overscan settings from the Intel HD Graphics Control Panel working, but it does require jumping through a few hoops.
- First: download the newest Intel HD 4400 drivers from intel. Choose the .exe file.
DO NOT use the installer exe, it will fail telling you the hardware does not have the rights to use the software.
Unzip the exe using an archive tool such as 7zip to a convenient location.
- Second: Right click the Start button and open the Device Manager. Under Display adapters, right click the Intel HD Graphics and select Update Driver Software...
Select Browse my computer ..., then select Let me pick ..., then click on the Have Disk ... button.
Select Browse, and navigate to the folder you unzipped the exe in, then enter the Graphics folder. There should be an igdlh.inf file, this is the install file. Click OK on the installer after you finish.
Intel HD Graphics should now install properly.
Note: Turn Automatic updates OFF in Windows Update, or the Surface will reinstall the old Surface drivers!
- Third: Open the intel HD Graphics Control Panel from the taskbar icon.
Open the Display panel, and switch to the overscanned TV.
Change the resolution on the screen to something below the max resolution to see the overscan settings on the Display panel. Off the top I cannot remember the settings name, but you will see two sliders labeled 0-100%, you can slide them to fit the screen.
Exit the Control Panel and resize the desktop to max resolution from the Desktop -> Screen Resolution.
This worked for me on my SP2 with a terribly overscanning Visio VX32L.
