I have a similar problem with my Microsoft Surface Arc Mouse, I went to use it yesterday and it wouldn't turn on when arched. The light refuses to illuminate.
I checked the batteries and they are fine. I inserted new batteries and it still won't turn on. I held the Bluetooth paring button down for 30 seconds in case that would help reset it, no response.
I tried the virtual agent, it was a horrendous experience. I have called the Microsoft support line and after much wasted time it has not been a positive interaction. The phone assistant wanted to remote control my PC even though I explained to him the mouse was not turning on. I'm still waiting for a callback, I am not hopeful. I'd just like some advice on getting my mouse working again.
If there is anyone from Microsoft monitoring these threads please respond, so far your customer service has not encouraged me to purchase any more Microsoft products in the future.

The LED light on Microsoft Arc Mouse does not turn on when arched.
This means the mouse isn’t receiving power. Try the below steps to resolve.
Solution 1: Flatten and re-arch Microsoft Arc Mouse. This will restart Microsoft Arc Mouse.
Solution 2: Remove and reseat the batteries. It’s possible that the current batteries are not sitting correctly in the battery compartment.
Solution 3: Replace the batteries with new, and unused batteries. This is to ensure that the batteries being used are full, and delivering power to Microsoft Arc Mouse.
